About This Agency

People’s Harm Reduction Alliance (PHRA) is a peer-run, community-based harm reduction organization serving the greater Seattle, WA area since 2007. PHRA promotes safer drug use and harm reduction through free naloxone distribution, syringe exchange, and mobile outreach programs across the Cascadia region.

PHRA operates multiple service sites:
– University District: The Christ Episcopal Church, 4548 Brooklyn Ave NE, Seattle, WA 98105 (behind the Church at the double doors)
– Aurora Site: North Seattle
– Mobile Outreach: North and East King County
– Mobile Outreach: South Snohomish County
– Portland Sites: Multiple locations in Portland, OR
